SENIOR TECHNICAL ADVISORY (STA) FOR HEALTH PROMOTION AND COMMUNITY 

ENGAGEMENT
 Senior Technical Advisory (STA) for Health Promotion and Community Engagement

Scope of Position

The STA will provide high level specialized technical guidance on proven approaches for areas of workplace HIV programming, community engagement and health services. In coordination with   Deputy Chief of Party/Technical Director, the STA will have primary responsibility for technical oversight of project activities on these areas. S/he will also work with other senior program managers to provide general support to other staff, as requested.

Specific responsibilities:
Primary duties and responsibilities include but are not limited to:

Creating a Supportive Peer and Family Environment
  • Oversee the design, implementation and M&E of the project’s community engagement and community outreach activities
  • Lead development of relevant material and trainings to inform the projects community engagement and outreach
  • Provide support to  partner organizations and volunteers to design, implement, and evaluate peer support and community outreach activities.

Promoting male engagement in health services

  • Support the program officer’s work with health workers and sites to address organizational and attitudinal barriers that deter men from using services.
  • Oversee program staff to work with community groups and outreach workers to increase men’s participation in and uptake of  services
  • Develop strategies, and provide technical assistance to community and facility-level barriers to access and use of reproductive health services by men and couples.
  • Provide technical support in carrying out operational research on male involvement in Reproductive Health  and HIV/AIDS services.

Changing Organizational Practices to Advance Gender Equity and Constructive Male Engagement

  • Develop partnerships with various institutions in Tanzania to strengthen or implement workplace HIV programs with augmented gender and male involvement components.
  • Develop and coordinate the project workplace initiatives at national and individual workplace levels.
  • Lead the development of program tools and strategies for workplace HIV/AIDS programming.
  • Maintain collaboration with workplace partners including the tripartite partners.
  • Conceptualize the design of policy briefs and advocacy tools on HIV/AIDS workplace policies.
 Management and Supervision
·        Provide technical support and oversight to all employees and consultants/contractors working on the above
·        Coordinate with other senior program managers on strategic project management.
·        Identify learning needs and coordinate learning sessions for program staff.
·        Recommend, as appropriate, processes and mechanisms to improve activities in terms of efficiency as well as technical approach.
·        Conduct staff appraisals as appropriate
·        Prepare  technical reports as required
·        Carry out any other tasks as assigned the project management.

Knowledge, Skills and abilities:
  • Experienced with programs on behavior change communication, health promotion and capacity building
  • Experience in participatory approaches to community mobilization
  • Experience working directly with the community a plus
  • Understanding of  the health system in Tanzania
  • Conceptual thinker, with excellent follow-through and organizational skills
  • Proven ability to work with a variety of public and private sector organizations and facilitate a consensus on a unified communication approach
  • Strong computer skills necessary for information systems, data analysis and reporting, including Microsoft-Word, Excel, Access and SPSS.
  • Ability to apply qualitative and quantitative methodologies in monitoring and evaluation.
  • Demonstrated experience of applying evidence –based approaches to enhance quality and impact of programming
  • Excellent interpersonal, teamwork, and supervisory skills
  • Experience with donor funded programs (especially USAID) is a plus.
Minimum Qualifications:
·        Masters degree in a related field or equivalent experience in public health and behavior change communication.
·        At least 5 year(s) of relevant experience required
·        Proven experienced in gender, reproductive health and/or HIV/AIDS-related projects
·        Experience in writing research papers for publication using data for programming.
·        Experience in planning and facilitating trainings.
·        A personal and professional commitment to gender equality.
·        Fluent in English and Kiswahili, with excellent written and oral communication skills.
·        Computer literate with proficiency in data handling programs
·        Ability to travel upcountry up to 30% of time.
